for March ANC Meeting
The
monthly meeting of the Advisory Neighborhood Commission
3E was called to order at 7:35PM by Chairperson Diskan,
with Commissioners Mayo, DiBiase, McNamara and Posniak
in attendance.
ANC
Business/Actions
The
minutes of the February 10, 2000 meeting were unanimously
approved,
The
treasurer's March 9th and Quarterly reports were unanimously
approved. The February 10, 2000 treasurer's report was
resubmitted and unanimously accepted.
A
resolution bonding the treasurer and Chair was unanimously
approved.
A
resolution accepting a computer and assigning Tad DiBiase
responsibility for the computer was unanimously approved.
A
resolution of appreciation for Gary Burch, Chief Engineer
at DPW was unanimously approved.
A
resolution supporting District of Columbia resident's
right to vote for representatives in Congress was unanimously
approved.
A
resolution supporting Tenleytown Historical Society's
application for historic landmark for the property located
at 4200 Military Road, NW was passed 3-2.
ANC
3E accepted a petition of residents and business around
the 5300 block of 43rd St. to change the traffic pattern
and signage on that street. A resolution supporting
that measure was also unanimously approved.
Announcements
American
University's public radio status WAMU is beginning their
annual spring pledge drive.
The
Presidential primary and Congressional delegation selection
is May 22, 2000. The deadline for changing parties or
registering is April 2, 2000.
Commissioner
McNamara announced the fact that DPW had not officially
responded to the ANC's punch list but that work was
being done and he would work with DPW to gain an official
response to the list.
Commissioner
Posniak announced that American University was preparing
its 10-year campus plan. The commissioner also gave
an update on the WMATA meeting discussing the N8 bus
line.
Commissioner
Diskan announced that in the late evening of March 29th
census takers would be out counting the homeless and
if a location of homeless persons was known to please
contact the census bureau at 202-524-5298.
Open
Forum
Helen
Herio wants to be responsible for caring for a triangle
of District property at the intersection of Military
Road, 41st St. and Reno Road, NW; she wanted to know
whom she should contact. Commissioner McNamara suggesting
contacting the DC Department of Parks and Recreation.
Bob
Litman stated that Rodman's would be open to carrying
hardware items if community support was evident.
Eli
Zegas, VP of Wilson HS Student Government, outlined
his proposal to obtain student and teacher parking at
Wilson HS.
A
resident had a question concerning a tax assessment
and was referred to the DC Dept of Financial Revenue.
Kathy
Wiss announced the zoning board would set their calendar
Monday, March 13, 2000 for the Albemarle zoning hearing.
Dorothy
Biard of the Tenleytown Neighbors Historic Committee
thanked the Commission for the $500 grant to survey
Grant Road.
Dick
Reed announced he is attempting to revive the Friendship
Neighborhood Coalition.
Commissioner
DiBiase updated the Hechinger property situation. The
owners are still working to find a suitable tenant and
are working very closely with the ANC and Friendship
Place to deal with the homeless.
Ann
Buemel of Friends of Friendship Park announced May Fair
on May 20, 2000.
Presentations
and Discussions
Sgt.
Ladson of the 2nd District gave a police report update,
announced a new newsletter by the Police Service Areas
and a new program that will be targeting theft from
auto and introduced Lt. Mark Carter. Lt. Carter announced
the Partnership for Problem Solving program at Galuadet
University on March 25, 2000.
Robert
Newman of the DC Department of Parks and Recreation
was not present to give his announced presentation.
Michelle
Pourciau of the DC Department of Public Works gave a
status report on the Friendship Heights development
occurring on the Maryland side of Western Avenue. Ms.
Pourciau updated the commission on seven topics that
she had previously presented. These topics included:
Lay- bys at the corner of Western Avenue and Wisconsin
Avenue; Kiss & Ride drop off areas; improvements
to the intersection of River Road and Western Avenue,
NW; the volume of autos and people at the intersection
of Western Avenue, Wisconsin Avenue and Military Road,
NW; truck routing plan for before, during and after
development; establishment of a transportation management
district by Montgomery County and unified urban design
plans between the District and Montgomery County.
Jean
Pablo of Tenleytown Historical Society gave a presentation
concerning their application for historic designation
for the property located at 4200 Military Road, NW.
Tenleytown Historical Society requested the ANC to support
their application for historic designation. Michael
Belise and associates from Chase Builders presented
their proposed development plans for the same property.
Mr. Belise and Chase Builders also requested the ANC
to support their development .
After
discussion Commissioner McNamara proposed that the ANC
not take a position concerning the historic designation
of the property. The proposal was defeated 4-1.
A
resolution was then proposed to support the historic
application by Tenleytown Historical Society for the
property located at 4200 Military Road. The resolution
passed 3-2.
Mike
Meier presented the Commission with petitions from neighbors
and businesses on and around the 5300 block of 43rd
St., NW requesting the designation of 43rd St., NW as
a one-way street, the addition of residential parking
signs and a no trucks sign. The Commission accepted
the petitions and voted unanimously to support the requested
changes.
There
being no further business the meeting was adjourned
at 10:30 PM.
